This is the first court that a visitor to the yamen would come to upon entering through the main gates.
To the western, left-hand side, is the prison complex. Prisoners and those who interact with them on a daily basis (i.e. guards) are considered to be "polluted" by the tenets Shendao (Shinto). Therefore, the prison complex holds, not just the prisoners' cells, but an entire living complex for the guards, as well. The whole sealed off behind its own walls and gates.
The eastern, right-hand, side of the main court holds the temple complex which the temples for both the city's god and the Temple of Heaven devoted to Amaterasu and Tsuki-yomi. As well, this complex hold the housing for the priesthood caretakers of said temples.
South of the temple complex, on the same side, is a large dwelling where any eminent guest to the city may stay.
